Not if it is bonded leather. The top layer is coming away from its fabric base and will keep doing so. We can recover the peeling panels in genuine leather instead.

Can you replace the foam in the seat cushions?

Yes. We refill flat or lumpy cushions with new foam and fiber sized to the cover. That also removes creases that formed because the cover was sitting slack.
